When my friend gets over 60mph, it just stays revved up instead of up-shifting. Any ideas as to what causes this? Thanks!

Most likely the solenoid pack on the side of the transmission is faulty.
Typically a driveway type repair with the solenoid pack running around $50, but the trans may also need a fluid/filter change.

Your in limp mode, the transmission shut down 3/4 gear so that u would bring it in to a garage or at least stop driving it untill u do.
Odds r its a input/output sensor to the transmission, assuming u would have said if the Check engine light came on. If it did odds r it threw a p0700(trans fault) & needs to be further diagnosed by the dealer as only thier computer can pull diagnostic codes from the transmission.
Tell u friend not to keep driving the car like this or he will cause damage when it more then likely is due to a $40 sensor.
Unlike stated in the above post the 42LE transmission in every Intrepid & LH body for that matter has the solenoid pack inside the transmission.
