You could add a cold air intake.will give you a bit more power and give your Neon a deeper sound.

u can get these kits on google for like $250 and it adds like 40 horse power

Im not sure how to answer that:( but since u people seem to know about cars can somebody tell me something relatively simple about this

You can go mild by adding some bolt-on parts such as a CA l ( cold air intake ), larger throttle body, exhaust header, UDP ( under drive pulley ), etc.
You can also go wilder by swapping in a more aggressive cam or even adding a turbo.

Sell it and buy a mans car. Something that your mum did not buy for you, perhaps.
