l am working on a 1995 dodge pickup with the cummins deisel. the problem l am having is cold weather starting. l have checked the systems and found that l am not getting any ground on the glow plug relay. l am stuck at this point . l do not know if there is a temperature control involved. the dodge dealer gives me no help. l find the ground wire to the relay but cant trace it to any sensor. can any one offer any help?

Hardwire it so that you just flip a switch and you turn it on from the inside

That is not a glow plug relay, it is a intake heater grid. It is temp controlled. DO NOT hard wire system it can draw in excess of 500 amps of power and could catch fire!!!!!! There is A temp sensor involved. l would contact a local specialist for help. You should also have base idle checked this can cause hard starting also. l do not recommend bypassing any system on your truck unless you know what you are doing.

The Cummins engine does NOT have glow plugs. there is an intake air heater grid, and as stated before, it can draw a huge amount of amps. What you may have is a fuel line problem, there was a fix for dealers for the fuel line, cold start problem, so check with another dealer about the authorized repairs.
